Following are the functions of HSA:
• Regularization / Improvement and Up-gradation of Katchi Abadis exist prior to 31st December 2011.
• Community facilities including water supply, sewerage lines, electricity, roads, cc block/pavements and other public utilities or amenities
• Rehabilitation / Relocation of katchi abadis falling within the hazardous zone.
• Launching of low cost housing schemes to freeze further growth / expansion of katchi abadis.

Following is the criteria for regularization of katchi abadis under Sindh Katchi Abadis act 1987 (amended 2022)
i. Settlement should be in existence on or before 31 -12 -2011.
ii. Settlement must have at least 40 dwelling units.
iii. Declaration of katchi abadis on federal government land shall be subject to the NOC issued by land owning agency.
iv. Declaration of katchi abadis on private land or societies shall be subject to mutual agreement.

Following steps are taken to start process for regularization of katchi abadis:
Step-1 Reconnaissance survey, confirmation of ownership and preparation of feasibility report by field office for inclusion of settlement in the master list of HSA.
Step-2 NOC or joint demarcation with land owning agency.
Step-3 Physical survey and Occupancy survey.
Step-4 Declaration / Notification of katchi abadis under section 19 of SKA Act-1987 on the basis of feasibility report by the field office.
Step-5 Preparation and approval of amelioration plan by the field office.
Step-6 Approval of regularization scheme by Govt.
Step-7 Regularization/Grant of ownership rights by executing lease deed in the office of Sub-Registrar.
Step-8 Mutation/Transfer of lease subject to NOC issued by the Authority
